For the first time in the history of the Association, State Bank of India Pensioners’ Association Hyderabad Circle and M/s. Srikara Hospitals, Hyderabad entered into a Tie-up arrangement on Ortho Healthcare to the Members of the Association.
The Scope of Memorandum of Understanding is as under:
01. Unilateral Total Knee Replacement shall be covered in Max. Rs.2 lacs.
02. Bilateral Total Knee Replacement shall be covered in Max. Rs.4 lacs.
03. Min. 10% Discount on the Final Bill on all other orthopaedic cases.

SMALL COMMITTEE MEETING OF FEDERATION WITH SBI CORPORATE CENTRE MANAGEMENT
A Small Committee comprising Sri Dipak Kumar Basu, General Secretary, Sri D.Krishna Kumar, Deputy General Secretary, Sri Raj Kumar Chhabria, Secretary and Sri A.Sridharan, General Secretary, SBIPA Chennai Circle met Sri Binod Kumar Mishra, DMD (HR) and CDO, Sri Debjeet Mitra, GM (RP&PM), and Sri Sourav Ghosh, DGM (P&PMD) at the Corporate Centre, Mumbai on 19.11.2024 . The subject of inclusion of dependent, disabled children for Family Pension was discussed in detail. Our committee submitted a printout of the presentation containing therein, the existing guidelines governing inclusion of disabled children for family pension, our suggestions on the need to revisit these guidelines issued in 1995, by aligning them with the Central Civil Pension Rules then prevailing and the subsequent amendments. We have enclosed the copies of the relevant Office memorandums issued by the Government of India in support of our suggestions.The small committee’s suggestions are
1.Dispensing with the guideline ‘ disability that manifest itself in the child before retirement or death of the employee while in service,
2.Accepting either the disability certificates issued by the authorised State /Central Government institutions or Civil Surgeon.
3.Accepting undertaking given by pensioner or the guardian on the inability to earn and hence totally dependent on parents/ guardians.
4.Continuance of family pension to the disabled children even after their marriage.
We have requested our CDO to allow policy B medical insurance facilities (discontinued now) within the overall limits to the disabled children whose names are not finding a place in the HRMS, by submitting the disability certificate to the branches.
Despite his busy schedule with the Banking and Economic Conclave, CDO took the time to listen to the committee’s concerns about including dependent, disabled children for family pension. His empathy and willingness to review the Federation’s suggestions are truly encouraging. We hope this leads to positive changes for pensioners with dependent disabled children.
Earlier in the day, the Small Committee's meeting with Sri Debjeet Mitra, GM (RP&PM), and Sri Sourav Ghosh, DGM (P&PMD), was quite productive, covering key pension-related issues.
- Delays in considering components of stagnation increments ranking for pension to the 10th and 11th Salary Revisions/Bipartite Settlements.
- Pension Components for 7th Bipartite Retirees: Discussed sanction of pension components for PQP/FPP & CCA from the date of retirement.
- Commutation of Pension: need to reset the commutation factor from 6.61 to industry level of 9.81 and reduce the recovery period
- Dispensation of Medicines at Bank’s Dispensaries and appointment of permanent doctors, contractual doctors and specialized doctors.
- Review of E-pharmacy
- Need to update handbook on PPG last done in 2009
- To have an uniform instruction relating to family pension and submission of letter of undertaking in lieu of stamped indemnity letter by the family pensioner (circular No : CDO/P&HRD-PPG/19/2016-17 dated 10/5/2016)
- accepting manual applications for policy B at branches
- Digitalisation of Pension records and EMWS.
- Should have an uniform guidelines for holding meeting of future retirees where SBIPA be called.
- Monitoring of Structure Meetings of Circle level.
- Family pensioners photo be uploaded in HRMS.
- NPS retirees should have opportunity for apply for medical facility.
- Problems regarding repayment of IHBldg loan and accrual of interest after death of pensioner.
- Eligibility for Wealth club should be less than public or same.
- Holding of Small Committee Meetings at quarterly intervals
The SBI Management's considerate approach and assurance to resolve pension-related concerns is indeed a significant step forward, bringing relief to affected pensioners. This positive outcome is a testament to the collaborative spirit between the Federation and SBI Management.
The Federation's diligence in pursuing these issues, including enhancing superannuation benefits, has been a constant agenda item in our meetings and follow-up discussions. This meeting's success is a result of the Federation's efforts and the Management's proactive approach.
We extend thankfulness to the SBI Management for the meeting, hospitality, and courtesies extended to the Federation.

Small Committee Meeting
​In the Small Committee meeting the Corporate Management held with our Federation on 19.11.2024, we raised issues which will benefit many needy pensioners and their families especially the "Inclusion of Dependent Differently Abled Children for Family Pension."
The Dy Managing Director (HR) assured us to take all the necessary steps to make the life of our retirees/ Pensioners better within the framework of Government guidelines.

DIFFERENTIAL AMOUNT OF COMMUTATION 07.08.2024
PPFG Department, LHO, Hyderabad has sent an email to all employees retired on or after 01/11/2022 who had opted for commutation. On account of 12th BPS, the differential amount of commutation is to be paid depending on employee's option 'yes' or 'no'. If you want to opt out please sign, scan and upload the attached format in your response email. If printing and scanning is an issue, pl send an email for your opting out. If no communication is received by PPFG department it will be deemed that you are opting for differential commutation. You can submit the form directly to PPFG Department or to SBIPAHC Office also. Please treat this as very very urgent and submit your option immediately, today itself.

12th Bipartite/9th Joint Note - Given effect to 28.07.2024
Bank has since released Circulars giving effect to the enhanced Pay and other benefits as per 12th Bipartite/ 9th Joint Note and resultant increase in some benefits prevailing solely in State Bank Of India. Apart from enhanced pension for 12th Bipartite retirees the related Circular No.CDO/P&HRD-IR/29/2024-25 dated 15.07.2024, includes some additions in the list of pathological/Radiological tests done from enlisted labs as per advice of the Bank's Medical Officer. The additional tests in the list , some of which we have been pursuing with from some time past, are as follows:-
a. Mammography,
b. Sonography (During Pregnancy),
c.vitamin B- 12 Test,
d.Vitamin D-3 Test
e. Laryngitis Test
f. C.T.Scan.
We have, however, to wait for sometime for completion of the required formalities to enjoy the facility.

PAYMENT o/a 40:50 & IMBALANCE TO I.B.I PENSIONERS 24.06.2024
We have been apprised by Corporate Centre that as per legal obligation the related payment to I.B.I pensioners increasing the ceiling is subject to amendment in the Regulation. They are, however, on the job for releasing the payment pending amendment of the Regulation.
ONE MORE CHANCE FOR PENSION TO RESIGNEES OF E- ABs

In regard to extending an option for Pension to the resignees of erstwhile Associate Banks, Corporate Centre is preparing for releasing related instructions/notifications shortly.

As per revised Pension Regulations, family pensioners will be credited to their accounts the amounts of arrears on the above items as are due to their deceased spouses, if otherwise eligible to. In cases where the pensioner and family pensioner both have died, the successors have to lodge their claim to PPG Department at LHO through the branch, where the pension account was maintained during life time of the pensioner/ family pensioner, along with a certificate of inheritance and KYC documents. In case there are more than one successor, one among them should be authorised by others through a disclaimer under oath (Affidavit) alongwith their KYC documents.They are also at liberty to request the Bank for proportionate payment through their respective Bank accounts.
We would request our affiliates to share this communication with their members and oversee the exercise for the benefit of the beneficiaries.

PAYMENT OF EX-GRATIA - OCTOBER 2023 RETIREES 27.05.2024
We could gather that one thousand plus pensioners, who retired on 31.10. 2022, were not paid the ex-gratia amount with this month's pension. Our enquiry revealed that their cases were not considered as they were not paid pension on the cut off date, i.e 31.10. 2022.
We took up the matter with Corporate Centre and now assured that their eligible Ex-gratia amount along with arrears will be paid with their pension for the month of June 2024.

EX-GRATIA PAYMENT ARREARS 27.05.2024
Kudos Dear Members ,
We are glad to inform you that the Ex-gratia payment for May 2024 has been paid along with arrears for 18 months effective from 01.11.2022. Members are aware that the Association is running on a Lifetime subscription paid by Members. Considering the cost escalation in all spheres, it has been decided to call for donations from Members to financially strengthen the Association. Hence, all Members are requested to contribute half of their monthly ex-gratia as donation to Association. However, Members may contribute voluntarily more than the above specified amount. We also request our members, who have not contributed for AGM, to send their contributions without any further delay.

We convery our heart felt gratitude to our members for the good words showered on us hailing the latest developments. We also convey our sincere thanks for their reposing unstinted faith on us during the long journey of court proceedings and persuasion with the management. We are thankful to the group of functionaries at Corporate Centre and Belapur for successfully bringing a paradigm shift in the pension for this month onward through:-
a. Correction of mistakes while changing from 40% to 50%,
b. Incorporating ex-gratia with arrears,
c. Adding benefits of PQP and FPP to the pension of 7th bipartite retirees, who have been receiving 50% pension without the same.
Details of calculation will be provided in the HRMS portal after payment of pension in this month. Discrepancies, if any, can be taken up for redressal afterwards.
Friends! our journey is an ongoing fight against all discrimination and anomalies. Even some of the benifits achieved are fractured until the benefits are extended from the day one the anomaly was imposed on us. This is our firm belief that we will achieve the goal with our united efforts.

We have the pleasure to inform you that retirees of 7the bipartite, who have been receiving pension @50% of their last drawn pay but without benefits of FPP and PQP have been accorded sanction of adding those allowances with their pension of May 2024 along with arrears since 10.11.23. The Federation will, however, continue with ongoing persuasion for payment of arrears since the date of one's retirement.

Further, the much talked payment of ex-gratia has been given effect to as well alongwith this month's Pension.
​
We have to inform further that the eligible IBI pensioners will also be paid 50% of their last drawn pay shortly after completion of certain formalities at Corporate Centre.

We are also informed that efforts are being made to clear all the cases by May/June 24 pension payments.

We are observing that WhatsApp groups of committees at different tiers of our organisation are abuzz with speculations and uncharitable comments on delay in payment of the ex-gratia, although we have already communicated reasons for the much talked delay. As the related Note is yet to be cleared by the appropriate authority, we cannot vouchsafe the date but this much we can say that activities are on at Corporate Centre for making the payment at the earliest.

IBI PENSIONERS - ABOLITION OF 40:50 09.05.2024
Initially the IBI pensioners were not considered eligible for payment on account of abolition of 40:50 imbalance. Finally, on our insistence the Corporate Centre has agreed to include IBI pensioners in the ongoing exercise alongwith other eligible beneficiaries who are yet to receive their full and final payment owing to inconsistency in calculation and recorded data.

LETTER TO PENSIONERS 08-05-2024
We observe from our records that you are residing at Hyderabad and your Pension Paying Branch is elsewhere in Amaravati Circle. In terms of Bye-law of the Association, a Pensioner / Family Pensioner can become member of the Association, if the pension paying branch is under the Control of Hyderabad Circle of State Bank of India.
In as much as your pension paying branch comes under Amaravati Circle of State Bank of India, we propose to transfer your membership to SBI Pensioners' Association, Amaravati Circle. In case, you wish to be a member of SBI Pensioners' Association Hyderabad Circle, please arrange to transfer your pension account to any branch of your choice, in Hyderabad Circle of State Bank of India, by 20th May 2024.

COURT CASE - DELHI 02-05-2024
The following message has been received from Shri S.K.Gagroo, G.S. Delhi Circle, who attended the court today on behalf of the Federation.
"The hearing in our case took place in Delhi High Court today.The Bank counsel contended that our demand has been met in letter and spirit. The Federation counsel contended that our plea has not been met in full as we had sought implementation of 50% pension with effect from date of retirement.
The Bank’s counsel said if the pensioners’ counsel is not satisfied with the order then he should say he is not accepting the order and reject it.
Our counsel said NO, I am not rejecting the order.
The Bank counsel then appealed to the Court that since the March order satisfies their demand in letter & spirit, if the Pensioners have any other claim, they should file a fresh appeal.
Our counsel contended that we had claimed implementation of 50% of basic as pension with effect from retirement & since that has not been met our existing petition stands as it is.
The Court asked both sides to submit their pleas alongwith whatever papers they want to.
Next date of hearing has been fixed on 6th August."

AMENDMENT IN STATE BANK OF INDIA EMPLOYEES’ PENSION FUND REGULATIONS, 2014: - COMPUTATION OF PENSION AT THE UNIFORM RATE OF 50% & PAYMENT 26-03-2024
1.Bank has issued instructions vide e-circular dated 26.03.2024 for payment of pension at the uniform rate of 50 % w.e.f. 10th November 2023 to all such pensioners who are otherwise entitled to pension under Regulation 22 of the State Bank of India Employees’ Pension Fund Regulations, 2014
2.As the amendment is made effective prospectively from 10th November 2023, the pensioners who had retired from the Bank’s service prior to 10th November 2023 and are entitled to pension under Regulation 22 shall be paid pension under the amended provision w.e.f. 10th November 2023 and not from the date of their retirement.
3.In Tranche-I, arrears and pension as per amended regulations is being paid to all the eligible pensioners who retired up to 11th BPS period i.e. up to 31.10.2022, with the pension for the month of March 2024. Please note that Ex Gratia amount as declared in the 9th Joint Note of 12th BPS has not been paid with this month pension.

REVISED PENSION @ 50% 22-03-2024
Revised Pension @ 50% We understand from posts shared by some of our members in different WhatsApp groups that they have received pension as in February 2024 and there is no change although they are eligible (retired in the maximum of MMGS-II) as they have been getting pension less than 50% of their last pay.We have already taken up with Corporate Centre about this anomaly and could gather that this might have caused due to incorrect data in HRMS portal. We have been advised to request all such eligible pensioners to mail to concerned AGM PPG at each LHO about their status at the time of retirement alongwith P.F No. keeping Circle Association in the loop for redressal.We will remain in constant touch with Corporate Centre till every eligible pensioner receives his/her due.

Our notice has been drawn to the text of the format of an undertaking to be signed by the beneficiaries of revised pension as in annexure I of Bank's Circular No.CDO/P &HRD- PM/62/2023 - 24 dated the 26th March 2024 and with all humility at our command we have to submit that we cannot advise our members to sign the Undertaking unless the last para of the format is deleted.

GAZETTE NOTIFICATION ISSUED FOR 50% OF LAST DRAWN PAY AS PENSIONABLE PAY TO ALL SBI PENSIONERS 20-03-2024
Gazette Notification No. HR/P&PMD/SPL/SP/2023-24 dated the 18th March, 2024 -Clause-2(A) reproduced for information of members ::
Provided also that with effect from the 10th November, 2023, notwithstanding the date of retirement or the Pay Scales in which the monthly substantive salary during the last twelve months’ pensionable service is drawn, the maximum amount of pension for the members who retired or retire shall be computed at the rate of fifty per cent of the average of monthly substantive salary drawn during the last twelve months’ pensionable service plus half of Professional Qualification Pay plus half of increment component of Fixed Personal Pay, wherever applicable (pro-rata in the case of part-time employees).
Explanation — The above proviso shall apply prospectively, and the pension shall be computed and payable under this proviso with effect from the 10th November, 2023
